The Upper San Joaquin River Region encompasses the areas that are protected by the State Plan of Flood Control facilities along the San Joaquin River from Gravelly Ford to the confluence of the Merced River.
The Regional Flood Management Plan (RFMP) for the Upper San Joaquin River Region, published in 2015, identifies high priority regional flood risk reduction solutions that are both economically viable and implementable.
The RFMP identifies the flood management challenges and deficiencies at the regional level. The plan also articulates the potential actions and projects identified by local agencies and interest groups for the region. The projects are prioritized and financial strategies are identified to illustrate the benefits of and potential funding sources for the projects.
Flood management projects included in the plan are eligible for future state and federal funding.
The plan outlines the long-term vision for flood risk reduction in the region and includes, among other things:
a description of the current flood management conditions
opportunities for improving flood management while achieving multiple objectives (flood protection, agricultural conservation, and habitat restoration, for example)
needed projects
preliminary financing plans
The continued RFMP planning process is funded by the Department of Water Resources with bond funding. The Upper San Joaquin River Region has participated in the review and development of the 2017, 2022, and 2027 updates to the Central Valley Flood Protection Plan (CVFPP). The 2016 RFMP also provides recommendations for projects to be incorporated into the State’s flood management feasibility study for the San Joaquin River basin.
